Passage 2 As regards social conventions,we must say a word about the well-known English cl

ass system.This is an embarrassing subject for English people, and one they tend to be ashamed of, though during the present century class-consciousness has grown less and less, and the class system less rigid. But it still exists below the surface. Broadly speaking, it means there are two classes, the“middle class" and the “working class". (We shall ignore for a moment the old “upper class", including the hereditary aristocracy, since it is extremely small in numbers; but some of its members have the right to sit in the House of Lords, and some newspapers take surprising interest in their private life.The middle class consists chiefly of well-to-do businessmen and professional people of all kinds. The working class consists chiefly of manual and unskilled workers. The most obvious difference between them is in their accent. Typical working-class people speak in many different local accents which are generally felt to be rather ugly and uneducated. One of the biggest barriers of social equality in England is the two-class education system. To have been to a so-called“public school" Immediately marks you out as one of the middle class. The middle classes tend to live a more formal life than working-class people, and are usually more cultured. Their midday meal is“lunch"and they have a rather formal evening. meal called “dinner",whereas the working man's dinner, if his working hours permit, is at midday. and his smaller, late-evening meal is called supper. As we have said. however. the class system is much less rigid than it was, and for a long time it has been government policy to reduce class distinctions. Working-class students very commonly receive a university education and enter the professions, and working-class incomes have grown so much recently that the distinctions between the two classes are becoming less and less clear.However, regardless of one's social status, certain standards of politeness are expected of everybody, and a well-bred person is polite to everyone he meets, and treats a laborer with the same respect he gives an important businessman. Servility inspires both embarrassment and dislike.Even the word “sir", except in school and in certain occupations (e. g. commerce, the army, etc.)sounds too servile to be commonly used. es is widely misunderstood by economists and politicians alike.Progress in both areas is undoubtedly necessary for the social, political and intellectual development of these and all other societies; however, the

conventional view that education should be one of the very highest priorities for promoting rapid economic development in poor countries is wrong. We are fortunate that is it. because new educational systems there an putting enough people through them to improve economic performance would require two or three generations. The findings of a research institution have consistently shown that workers in all countries can be trained on the job to achieve radical higher productivity and, as a result, radically higher standards of living.

Ironically, the first evidence for this idea appeared in the United States. Not long ago, with the country entering a recessing and Japan at its pre-bubble peak.The U·S.workforce was.and poorly educated and one of primary cause of the poor U.S. economic performance. Japan was. And remains, the global leader in automotive-assembly productivity. Yet the research revealed that the U.S. factories of Honda, Nissan. and Toyota achieved about 95 percent of the productivity of their

Japanese counterparts-a result of the training that U.S. workers received on the job.

What is the real relationship between education and economic. development&39;? We have to suspect that continuing economic growth promotes the development of education even when governments don&39;t force it. After all, that&39;s how education got started. When our ancestors were hunters and gatherers 10,000),ears ago, they didn&39;t have time to wonder much about anything besides finding food. Only when humanity began to get its food in a more productive way was there time for other thing.

As education improved, humanity&39;s productivity potential increased as well. When the competitive environment pushed our ancestors to achieve that potential, they could in turn afford more education. This increasingly high level of education is probably a necessary, but not a sufficient, condition for the complex political systems required by advanced economic performance.Thus poor countries might not be able to escape their poverty traps without political changes that may be possible only with broader formal education. A lack of formal education, however, doesn&39;t constrain the ability of the developing world&39;s workforce to substantially improve productivity for the forested future. On the contrary, constraints on improving productivity explain why education isn&39;t developing more quickly there than it is.
