Ladies and Gentlemen,

Let me start by telling you the story of Beatrice Gakuba. In Rwanda in Africa, I met a remarkable woman whose hard work and determination symbolize the talents and dreams of millions of Africans.

Beatrice Gakuba left a comfortable life in the West to start a flower-growing business in her native Rwanda. Against enormous odds, her small farm grew, creating jobs for nearly 200 rural women. When I asked Beatrice Gakuba why she decided to take on such a daunting challenge, she replied, "I came here to grow beautiful flowers on the ashes of genocide." Her biggest obstacle to creating even more jobs is not a lack of skilled workers or entrepreneurial spirit; it is a weak infrastructure that makes electricity unreliable and transportation unaffordable.

Through sound policies, Rwanda has come a long way from its years of pain and conflict. In a new report, Rwanda is cited by the World Bank as a model for Africa in reforming business regulations. In the last seven years, Rwanda's economy grew an average of more than 6 percent annually. Some other African countries are on the right track. To transform. Africa into a continent of hope, they need our help.

The responsibility for doing more and better cannot be left to the developing world alone. It demands more than high profile meetings. It demands urgent result.

Today, we have a choice.

The direction we take now can help make a difference for the millions of people trapped in extreme poverty. For many, it can be a difference between life and death.

We promised here five years ago, to help bring hope, dignity and opportunity into the lives of the poorest. We promised to measure and achieve results. As we gather here today, let us not forget the Beatrice Gakubas of the world, who stand poised to transform. their countries.

Today, we stand accountable to them.

B: Thanks. Actually I've been an ardent fan of Chinese kungfu movies. And you know, some talented Chinese directors, like Zhang Yimou, Chen Kaige, and of course, An Lee, have already shown the great charm and potential of Chinese movies. They took in the last decade or so almost all film awards one by one, big or small, except Oscar. So, I can predict with great confidence they will win a heap of Oscar titles in ten years' time.

B: To some extent, yes. It is a game, a grand, happy game by Americans and in the American way. When it is finished, you needn't think about it any longer. It may benefit many people and boost their celebrity. For example, if an actor wins an Oscar, he or she will be able to sign five films the next year, each valued more than 10 million US dollars. All these are concrete things, but these aside, it is only a game, nothing special.

B: Well, the reason is quite obvious — the American film industry is too strong! Most American films are commercial and they dominate the globe with their high box-office income and large market share. So Americans happily play such a grand game every year, making the whole world reel around it. My keenest feeling is only when a country becomes a decisive force on the international arena can its cultural products be influential. I believe that's the real reason why you Chinese, or even people all over the world, are unable to shake off their Oscar complex.

上午好!今天，我们在这里联合召开“亚太地区可持续能源发展”国际研讨会，来自亚太地区10个国家和有关国际组织的政府官员、企业家和专家学者聚集在此，总结交流经验，分析新世纪可持续能源发展面临的形势，共同研讨亚太地区可持续能源政策、发展战略以及政策措施。[TONE]∥[TONE]

能源是国民经济发展的基础，也是经济社会可持续发展的重要制约的因素。改革开放20多年来，我国政府制定并贯彻实施了“能源开发与节约并重、提高能源利用效率”的方针，能源开发取得了巨大成就，能源生产总量由1980年的6.37亿吨增长到2000年的10.70亿吨，其中水能、太阳能、风能、生物质能等可再生能能源开发总量达到8600万吨，占全国商品能源总消费量的6.6%；同时能源效率不断提高，以一次能源消费年均4.7%的增长支持了国民经济年均9.5%的增长速度，实现了经济发展所需能源一半靠开发，一半靠节约的目标。[TONE]∥[TONE]

f widespread environmental damage for which it has been blamed. It forms when oxides of sulfur and nitrogen combine with atmospheric moisture to yield sulfuric and nitric acids, which may then be carded long distances from their source before they are deposited by rain. The pollution many also take the form. of snow or fog or be precipitated in dry forms. In fact, although the term "acid rain" has been in use for more than a century — it is derived from atmospheric studies that were made in the region of Manchester, England — the more accurate scientific term would be "acid deposition." The dry form. of such precipitation is just as damaging as the liquid form, especially to trees and structures. Furthermore, some of the pollutants also associated with acid rain are not themselves acidic.

The problem of acid rain may be said to have originated with the Industrial Revolution, and it has been growing ever since. The severity of its effects has long been recognized in local settings, as exemplified by the spells of acid smog in heavily industrialized areas. The wide destructiveness of acid rain, however, has come to be realized only in recent decades. One large area that has been studied extensively is northern Europe, where acid rain has eroded structures, injured crops and forests, and threatened or depleted life in freshwater lakes. In 1983, for example, published reports indicated that 34 percent of the forested areas of West Germany had been damaged by acid rain. The northeastern U.S. and eastern Canada have also been affected by this form. of pollution, and other areas of the two countries are also showing increasing signs of damages, as are other regions of the world.

Industrial emissions have been blamed as the major cause of acid rain. Because the chemical reactions involved in the production of acid rain in the atmosphere are complex and as yet little understood, industries have tended to challenge such assessments and to stress the need for further studies; and because of the cost of pollution reduction, governments have tended to support this attitude. Studies released by the U.S. government in the early 1980s, however, strongly implicated industries as the main source of acid rain.

It was one of those days that the peasant fishermen on this tributary of the Amazon River dream about.

With water levels falling rapidly at the peak of the dry season, a giant school of bass, a tasty fish that fetches a good price at markets, was swimming right into the nets being cast from a dozen small canoes here.

"With a bit of luck, you can make $350 on a day like this," Lauro Souza Almeida, a leader of the local fishermen's cooperative, exulted as he moved into position. "That is a fortune for people like us," he said, the equivalent of four months at the minimum wage earned by those fortunate enough to find work.

But hovering nearby was a large commercial fishing vessel, a "mother boat" equipped with large ice chests for storage and hauling more than a dozen smaller craft. The crew on board was just waiting for the remainder of the fish to move into the river' s main channel, where they intended to scoop up as many as they could with their efficient gill nets.

A symbol of abundance to the rest of the world, the Amazon is experiencing a crisis of overfishing. As stocks of the most popular species diminish to worrisome levels, tensions are growing between subsistence fishermen and their commercial rivals, who are eager to enrich their bottom line and satisfy the growing appetite for fish of city-dwellers in Brazil and abroad.

In response, peasants up and down the Amazon, here in Brazil and in neighboring countries like Peru, are forming cooperatives to control fish catches and restock their rivers and lakes. But that effort, increasingly successful, has only encouraged the commercial fishing operations, as well as some of the peasants' less disciplined neighbors, to step up their depredations.

"The industrial fishing boats, the big 20-to 30-ton vessels, they have a different mentality than us artisanal fishermen, who have learned to take the protection of the environment into account," said the president of the local fishermen's union. "They want to sweep everything up with their dragnets and then move on, benefiting from our work and sacrifice and leaving us with nothing."

我的讲话是主张培养想象力。

那么，我是从什么意义上使用“想象力”这个词的呢? “想象力”一词的定义是：“构思出理想图画的能力”，“向自己或他人描述不在眼前的事物的能力。”我在下面的讲话使用“想象力”这个词时，就具有这样的含义。

沿着这条思路，我相信可以把我的意思讲清楚。不在眼前的事物是什么呢?例如历史就是。历史讲的是过去的事情。从某种意义上来说，历史并不存在于脑中——就是说，你看不到过去的事情：但是学习历史能使你得到并增强理解不在眼前的事物的能力。因此我愿向你们推荐历史课，那是一门最值得学习的课程。
